About:Marriage Registration in China

Is there an office in Kunming, Yunnan that could be issuing marriage certificates to foreigners?

Moses, as far as I know, the local civil affairs office of the county level or higher level can issue marriage certificates to foreigners. So if you are now residing in Kunming, just go to the civial affairs office in your residence district.
