About:China Family Reunion Visa

Possible to apply Q2 visa?

My wife is Chinese citizen. I am living in China on Q1 (Family Reunion) + Residence Permit (1 Year). My sister wants to visit us in Shenzhen, I do not have permanent residence in China so can my wife send her invitation and possible for my sister to get Q2 type? But what will my sister need to write in certificate that is required for showing relationship with inviter or applicant?
this is what i found on china embassy site:
(3) Photocopy of certification (marriage certificate, birth certificate or notarized certification of kinship) showing the relationship of family members between the applicant and the inviting individual(attested by Ministry of Foreign Affairs).

You have a residents permit so that will allow your sister to apply for a S type.

But on Embassy website they have explicitly mentioned that inviter must be either on study or work type. I am on Q1 (family reunion type)

(3) A photocopy of the inviting individual's (a foreigner who stays or lives in China for work or studies) passport and residence permit.

I've had this problem mo choice it has to be a tourist visa.. Q and S visa's wont work.
