About:China Visa Application Requirements

Can a visa be obtained for this 10 year old without the passport?

My grandson doesn't have his passport back yet. He is 10 and we have an official letter from China.

Marie, if you can add his name onto the passport of the adult applicant as an accompanying person, then you can do the application for him without the passport.
