How to authenticate the link between my old and new passport numbers in United States?

I used my old US passport as the proof of identity in a Chinese official document. Now the passport is expired, and I obtained new one with a different number. The Chinese government wants to have an official document to prove that both the new passport and old one are for the same person. Which organization/agency can provide such a proof document? I am in Ohio and know how to authenticate the proof document by the Secretary of State of Ohio and by Chinese Embassy. But I don't know how I can get the proof document in the US/Ohio?

Liping, I think you should go to the organization which issues you both passports and ask the staff there to issue yo such proof document.

Do you happen to know the name of such a document and which department handles such requests?

Sorry, I am not sure about this. You are suggested to consult the embassy.

Just wondering if you ever found a way to resolve this issue? I currently have exactly the same problem.

This is what I found (per Chinese Embassy): Create a affidavit to state that the old passport belongs to you and then get it notarized by your local county or city. Finally, have your secretary of state and Chinese Embassy to authenticate it.

The U.S. Department of State issues both Authentication Certificates and Apostilles. The determination of which certificate is issued is based on the country in which the document will be used.
