Visa free 72 hours

I have a dutch passport. I have booked a ticket amsterdam to beijing. I want to make use of the 72 hours visa free transit. Now I want to book a ticket from BJ to hong kong, with a layover of 2 hours in shanghai. I will not leave shanghai airport. My question is, will the layover in shanghai be a problem regarding the conditions for application, point 2., as mentioned in your website "72-hour Visa-free Transit".

The 72h free visa policy regulates that a passenger is only allowed to transit in one domestic city of China, so you cannot use the policy by stopover in BJ and Shanghai. But if your total transit duration is within 24h, you can apply for a stay permit in BJ and enjoy the 24h visa free policy.
