Well, you can go to Zhangye West Bus Station to take a bus to get there. Duration is about 50 minutes and ticket fare is around CNY25.
BTW, late October is a little cold; bring a sweater or a warm coat. The best time to enjoy the colorful rainbow mountain is in the afternoon before sunset.1
