Many taxi stands can be found along each street and these stands usually are near the bus stops, you will see it. Excepting hailing a taxi at the stands, you can also flag down one along any street (avoid the crossing).

The failure of hailing a taxi may be that you are a forienger, and most drivers don't speak English, so they think they may cannot help you. And in most cases, the taxis must have been hired, or they won't just pass by without any reason.

Well, as far as I know, many taxi drivers in this city are friendly. In general, they won't ignore you because of you are a foreigner. So don't worry. This is not your disadvantage.
You can always find many taxies in popular commercial areas, cinemas, shopping malls and pedestrian streets.
If you still cannot find one, you can go to one popular place that is the nearest to you. Then you can get a taxi easily. Good luck!

You can book a taxi in advance to avoid this situation. There are many taxi companies in Shanghai, such as Dazhong Tax Company, their number is 96822. I heard they have English language service on phone.

Besides, i heard from my foreign friends, they usually prepare some paper notes with Chinese address printed or written on, they just show to the diriver, even no language communication. And it worked. Maybe you can have a try.
