my application for rush hour services got refused

i need to get a visa in 2 days ahead with a purpose to apply other entry permit in another embassy. But i got refused for that. The reason from the officer only the officially business person with officially chinese company invitation can have this "rush services". How can it be?
May I have explanation for this?
