Visa Application In China For Someone In Nigeria

Please is it possible to apply for a X type in PRC through someone there, for a person presently in Nigeria? And to be collected and undergo the interview here in Nigeria?

Banner, it's impossible to do so. The person has to apply for the X type in Nigeria.
