About:Transfer in T3 of Beijing Capital Airport

International Arrival--International Departure at PEK with No Checked Luggage

I am flying from Hong Kong to PEK on Dragonair and then 3 hours later from PEK to Honolulu (HNL) on Hawaiian Airlines. If I have no checked baggage (only carry-on), do I need to to go through customs? How about Immigration and Quarantine? How much time do I need to make the connection?

Yes, you need to go through the custom. But you needn't to do immigration and quarantine.

The correct procedures are Flight Arrival - Transfer Procedures - Border Inspection - Security Check - Custom Inspection - Flight Waiting and Boarding.
Generally speaking, it takes at least two hours transfer time. However, if your arrival and departure both are in T3, the minimum transfer time is about an hour.
