I will travel china to participate a training program at tianjin maritime college. i need to travel through Hong Kong and come through there as well.

Yes, you need it. You can apply for it at the Chinese embassy in your country by providing your passport, application form, recent photo, inbound and onward tickets, financial standing proof, and maybe your mainland entry permit. If the consular office can process your applciation, it will take four working days. If the application needs to be transferred to Hong Kong, it may take four to six months.
