Can I apply for the 72 hour transit visa?

Mexican flying to Japan, then Hong Kong, then Shanghai for 2.5 days, back to Hong Kong to connect to Tokyo - USA

Sorry, your route isn't qualified because you fly from HK and then return to HK. If you fly from Shanghai to Tokyo or USA directly after your transit, then you are qualified.
