i would like to know if i can be accepted to have VOA at the arrival

I m a Kenya citizen currently working in Turkey, i have Turkish valid resident permit, i have an urgently trip to china, i have not apply visa from consulate, i have business issue from china, i already have Invitation letter. i would like to know if i can be accepted to have VOA at the arrival, my trip is heading and ending in China in Kunming city.
