About:Transfer in T3 of Beijing Capital Airport

I fly BKK-PEK on TG ticket & connect to PEK-IAD on UA ticket. Do I need to collect+recheck luggage?

I'm afraid you need to collect and recheck your luggage. Or you can also consult your airlines. See whether if they have luggage check through service.
