I renew my passport this morning on 2nd fl. but the counter lady said HKSAR won't accept a check issued by America. ONLY money order or bank draft!? I brought my check book of Bank of America but she refused acceptance of the Bank of America check.

Pete, I need to confirm where you are going to apply for your passport. If you go to Chinese consulate in America, then you should pay the fee as what I said. Besides, it's true that you can apply from the HK Immigration Department by mail or use the online service. But I searched and found out that only Visa or Mastercard credit card are accepted.

Anyway, you can confirm with Chinese embassy or consulate on this issue.

As I said, if you apply from Chinese consulate, then please consult with them to learn about the payment information. The information I provided is acquired from the website of Chinese embassy and consulate in USA. It was updated on Feb. 28, 2015. So I do think you should make a call to confirm this.
