visa photo - 'bare-headed'?

Does this mean no make up or no bangs allowed? and no contact-lens?

Hany, bare-heded means that you can't wear a wig, hat or any other things to cover your head. I remember I was required to take off my near-sighted glasses when I took this photo. My girlfriend was required to show her forehead. It is ok to wear light make-up. Another thing was that we were not allowed to show our teeth too.
