Joseph tan from phillipines

Hi,
I been in chinese embassy with my complete requirements that was yesterday 04/17/2015, they told me that I'm not allowed to process my application in Thailand with my tourist type here, they said I must have long one like student, or work permit or go back to my country and apply there,

If I get student type now, it will help me? How long I have to study or stay here before i apply again?
Please help me,
