I am Ukrainian, at the moment I am in Manila, Philippines. How could I have to get the Chinese L type and a letter of invitation, without returning to Ukraine(not working and not studying here)?

So do you have a valid entry permit for the Philippines? If so, it's possible for you to do the application from there. The invitation letter is not necessary to submit if you can provide round-trip tickets and hotel booking orders.
