If you don't have a property in China, I'm afraid you can't get the permanent residence permit.

Khan, buying a property increases your chance of getting it but there are still other requirements. For example, you should stay at least consecutive nine months in mainland per year. Then you can apply five years later.

To be honest, the chances for ordinary foreigners to acquire the permanent resident permit is very little. You know, just around 200 can finally get the permits successfully.
