UK Passport resident in Spain with NIE

Hello,
I hold a UK passport and recently moved to Spain where I have a NIE but not yet a Residency Permit. I intend to apply for a Visa by post to Madrid. Is a NIE sufficient without a Residency Permit/Card?
Thanks,
Nick

Nick, as far as I am concerned, the NIE is enough for the application. In fact, if you are merely applying for a short term China entry permit, the Spanish entry permit will suffice for the application.
