How far in advance to renew my China Passport? Am I able to get it renewed at Toronto?

Hi, I am currently studying in Canada as international student, my passport is about to expire in 10 months, should I apply to renew now or should I have to wait for about 6 months before the expiry? Can I get my passport renewed at Toronto Consulate Office? thank you in advance.
