Can I obtain VOA at Pudong, Shanghai

I am scheduled to leave tomorrow morning on business trip and just realized my Visa expired Jan. 2015...thought it was July. Can I obtain a VOA at Pudong upon arrival...I've been there on business several times. Does it help that I have an expired entry permit. If I cannot do you have any suggestions on how to obtain one or apply so it is there when I land?

Adam, I'm afraid you cannot get the VOA. How long will you stay in Shanghai? If the time is not beyond 72 hours, I suggest you buy a flight ticket now from Shanghai to Hong Kong or Macau to make yourself eligible for using the 72 hour free transit policy. By this way, the entry permit is not needed.
