Necessity of travel agency for Chinese Tourist Visa for German exchange student, living in Japan

Hello,
I am a German exchange student, studying in Tokyo. Can I apply for a Tourist entry permit (I think L-Type, 10 days, 1 entery) directly at embasy or do I need to contact a travel agency as well? I have a residence in Japan and own a Japanese residence card.
Thank you in advance

Jonas, I'm afraid you have to apply for it through a travel agency.

Update: I could apply for a Tourist type without travel agency as a foreign resident

Jonas, did you apply for the L type from Chinese embassy/consulate directly?

I think it was L-Type (Less than 3 months valid, 1 entery, Tourist). I directly applied at the embassy in Tokyo (Hiroo))
Only thing I had to submit was Passport, Residence Card, Copy of Flight tickets and Hotel booking and a picture
