Hi Ali, the entry permit is needed. You can submit the application documents to the consulate or embassy in UAE or just get contact with the Hong Kong Immigration Department and send the required documents by post. The application documents include: the application form (ID 1003A), your recent photo affixed on page 1 of the form, photocopy of your passport, photocopy of your financial standing proof (bank statements, saving accounts passbooks, tax receipts, etc.) and employment proof (if any, e.g. salary slip), photocopy of your transportation arrangement proof, and photocopy of proofs to confirm your proposed activities in Hong Kong. The whole process takes four to six weeks.
