Do we need to apply Chinese visa prior to arriving in Tibet? Do we need a Tibet Permit? Where?

My wife and I, both Mexican Citizens, are planning to visit Lhasa this coming October. We will be arriving and returning from/to Buthan.

J, if you have valid entry permit to mainland China, you needn't apply for another one for Lhasa trip. But the travel permit issued by Tibetan Tourism Bureau is a must. And I am afraid that you may not be able to acquire it as individual. You need to join a group tour aggranted by qualified travel agencies.

However, foreign visitors are not allowed to visit Tibet from Feb. 15, 2015. There is no announcement that when it will resume.
