For visiting HK, she needs to apply for a special entry permit from Chinese embassy in Singapore. It requires her passport, application form and valid resident permit in Singapore (original and copy versions). The form can be acquire when she goes to the embassy.

It takes four working days and costs 15 Singaporean dollars.

For Macau, if you both stay less than 7 days, she needn't apply for anything. Just her passport and valid resident permit in Singapore are ok.
