Australian VOA Shenzhen - want to travel to Shanghai - via available from shenzhen

I am on Australian passport and will be travelling to Shenzhen and apply for VOA at Luohu. I now need to travel to Shanghai as well - can i obtain a VOA? otherwise I think I have to apply from Hong Kong before travelling and wait for the visa to be issued?
