Sarah, she was the first one who invented final imperial examination system. Those who plan to be officials were all required to pass this exam. It was the emperor (Wu Zetian) who made out questions. She was the examiner.

You know, the society was stable during her reign. It says that she laid the foundation for the flourishing period of Kai-Yuan.
