Tourist Visa application from the Philippines w/US Passport

Hi I am a US Citizen and visiting Philippines for few months. My sister in law is inviting me to go to China so I can see the beautiful places there. Can I apply for a L type while I'm in the Philippines with my US Passport? Any suggestions will be greatly appreciated. Thank you.

Sincerely
Nora

Nora, if you don't have residence permit or work permit in the Philippines, I'm afraid you can't apply from there. You can apply from other nearby countries, such as Indonesia, Singapore, Malaysia, etc.
