It can only go with checked luggage in the domestic rail service in China, it can be accepted in some stations but you need to apply for it in advance to be safe. As for the international part, you may need to d it even earlier. But it is not a good idea to have your motorcycle with you for this trip. Maybe you can think about the express etc from Vietnam to Mongolia directly.
