I arrive at Chonqing airport at 1am and my next fright to Moscow is at 9 am

Where can I get on the shuttle bus, what are the operating hours and how far is it from T2 to T3?

You can take the airport shuttle bus at the Ground Transportation Center. You can still take the airport shuttle bus line K01 to downtown area. This bus line will operate until the last flight arrival. Upon landing, you can easily find the boarding site based on the detailed English signs. From T2 to T3, the free terminal shuttle bus will operate for 24 hours.
