Suzhou is more worthy a visit. For it possesses the most brilliant ancient architecture work and Chinese classical gardens. And it is also famous for the old water town like Zhouzhuang and Tongli.

It really depends on yr preference.
If you prefer 'countryside', then, you can consider Suzhou. You can buy silk stuff as well. Btw, ZhouZhuang & Tongli is in Shanghai where you can take a coach to reach there. I've been to Suzhou several times already.
I'm currently WH now. It's raining for past few days. You can visit Donghu which is a scenic place & you've missed the cherry blossom season last week.

I agree with Janice Lee all, excepe that Zhouzhuang and Tongli should be in Suzhou instead of Shanghai.
