Can I apply for a visa in Seoul while I´m waiting to receive my ARC card?

I applied for my ARC-card this friday 20th of March and I'am now waiting to receive it, it should take two-three weeks. Although I´m planing a trip to China within two weeks.
Can I still apply for a Chinese entry pemit and go on the trip even if I haven't received the ARC-card?

Richard, it's required that you should submit the original and photocopy of an ARC card with at least six months' validity, so I think you should wait for your ARC card to be prepared and then submit the application.
