As for Hong Kong entry permit, you can go to the embassy or consulate in India which has jurisdiction over your living area, or directly submit the application to HK Immigration Department.
As for Macau entry permit, you can get it upon arrival at Macau.
If you are going there for business, transit, and leisure purposes, you don't need entry permit for a 14-day stay in HK and a 30-day stay in Macau.0
