About:China Green Card (Permanent Residence Permit)

Can I apply for a Chinese Permenant Residence Permit whilst being in China on a L visa?

I'm afraid you cannot. It's very difficult to get the Chinese permanent residence. Many people who have lived in China for many years can't get it yet.

I got my Chinese Green card, 5 years of marriage, Y200,000 sitting in the bank and we bought a house in Huizhou and had a Child. And never left China during this time. So L type wouldn't work, you'll need a Q type or something like a Z type with 5 straight years worth of visa's.
