where did papermaking in ancient China begin?

I guess it should be in Luoyang. It is acknowledged that Cai Lun of the Eastern Han Dynasty figured out how to make paper. At that moment, Cai Lun was an official in the royal court. He told the emperor the method of making paper. From then, papermaking method was promoted nationawidely.

You know, Luoyang is the capital of Eastern Han. So I think that paper-making started in Luoyang.
