About:Taiwan Weather

Is the 3rd week of August an ideal time to visit Taiwan.

I think the heat wouldn't bother me much but will it rain very frequently in Taipei in August?

Yes, it would rain frequently during that time, which may influence your trip a lot. If you don't mind, I suggest you change your travel plan to Oct. or Nov. when the temperature is comfortable and cloudy or suuny days would mostly happen.
