Is there anywhere to find information on Shanghai sightseeing bus to Tongli in English?

I’m afraid there is no English info, but I can explain the details to you.
In SH Hutai Road Bus Station, there is one direct bus leaving at 13:10 to Tongli. And the bus fare is about CNY20, taking 2 hours ride.
In SH Tourists Service Center (near Gate 12 of SH Stadium), there is also a sightseeing bus. it departs at 08:30 am and returns back at 16:30. The bus fare for double rides is CNY130.
