Ghazala, I think you need to contact Chinese embassy in UAE to confirm whether you can apply HK visa. If they don't accept your application for HK one, you need to post your application to HK Immigration Department directly. The whole process is four to six weeks long. If the embassy takes your application, you can submit your application for mainland and HK together. It takes around four working days to deal with your application.
The requirements for mainaland L type:
1. passport with a validity of at least six months and two blank pages
2. filled 2013 version application form
3. a recent six months passport photo
4. round-trip air tickets and hotel booking
5. your legal resident permit in UAE (original and copy versions)
The requirements for HK visitor type is almost the same. Perhaps, you are required to provide financial proof, such as your employment certificate, recent six months bank statement and salary slips.
