Can I renew my HKSAR passport which already expired(July 2011) in Perth?

After checking the website of Chinese consulate in Perth, I find that they accept passport renewal for those who hold HK or Macau passports. Unfortunately, there is no detailed requirement. So you may visit the consulate or make a call to ask details.
