About:Bao'en Temple Pagoda

Is it possible for an L visa to be converted to z type and then finally into a residence permit?

Im coming over to china to meet a very good friend and a possible employment.

I think it's very hard to convert the L type into Z type as there is little chance that the officer may agree with this. My suggestion is you can first apply for the L type to enter China. After your job is settled, you can go back to your home country and apply for the Z type. When you reenter PRC, you can apply for the residence permit within 30 days at the local Exit and Entry Admisnistration Department.

Yes, I am ONLY a US citizen and NOT a permenant resident of HK. I just want to make sure there is NO new requirmenet to work in Hangzhou to get a Hui Xian Zhena ( i was told that this was pretty much impossible to get for a US ciitizen)

Don't worry, Hui Xiang Zheng is not required for non-Chinese citizens who want to get a work Z type entry permit.
