I've read of foreigners in China going to a seamstress to have clothing hand-made for them...

Is this possible in Dalian? If so, where can I have this done?

Yes, it is possible in the city. I know there are many stores in the Jiche Mall (机车商厦) measuring and tailoring clothing for all customers. It is located on Xian Road, Shahekou District. You can go for a try!
