Kendall, the historical records say that around 300000 soldiers and civilians were order to build the wall. The soldiers followed the order to build the wall. But civilians were enslaved to construct the wall. They were not treated well, I think. Otherwise, there wouldn't be a saying that workers who died for buidling the wall were buried under the wall.
