Getting a Z visa for an American in Ukraine

Can an American living in Kiev apply for a Z type for China?

It is possible to do so in principle. However, some embassies may ask you to apply the long-tem entry permit at your home country. My suggestion is that you should concult the embassy before doing your entry permit.
