Can i get a tourist visa from nigeria with Nigerian passport

My Husband just got one contract job in china, I and my 2yr old would like to visit but the Chinese government are reluctant to send us LOI because we are Nigerians, can I possibly apply for a tourist type entry permit to enable us go visit him. Thanks for quick response.
