i am somali can i apply chinese visa in djibouti ?

please prove if u don't want to accept Somali student and our passport tell we can go back.some employees are saying please go to Chinese embassy in Mogadishu. that embassy is not working now even if we went there, the embassy said we don't issue it please go to Djibouti
