rotation studies in shanghai

Question

Sorry for mistakes of previous messages. What I want to say is that I have been applying to Shanghai rotation/exchange program during the 2015 summer time (3 months courses). But i have got a mail saying that people holding a norwegian passport will not be eligible to apply for chinese visa. How can I solve this problem, does that mean all norwegian people is now not able to study in China anymore? Please reply as soon as possible. Kind, Jimmy
