If you hold Cameroon passport, you can try to apply from Chinese embassy in your country. If they don't accept your application, you need to post your application to HK Immigration Department directly. The address is as follows:
Receipt and Despatch Unit
Hong Kong Immigration Department

Wan Chai, Hong Kong
