How long can I stay in Xian with only a US passport I have no visa?

Can I stay 90 days like arriving in Hong Kong. I know in HK I can stay up to 90 days but i don’t know how many days with only a US passport to stay in Xian.

Under normal circumstances, if you don't have the entry permit, you are not allowed to enter mainland China, so it is not possible you can stay in Xian for 90 days without the entry permit.
