It depends on what you are interested. Generally these three cities have their own culture and very different from each other. Beijing as you know there're many historic sites, like Forbidden City (the palace of several dynasties of China), Great Wall, Summer Palace, etc. Also many contemporary places to go, like Bird's Nest (Beijing National Stadium), Water Cube, Wangfujing Street, etc. But Beijing's air quality can be very bad, sometimes it's good. Shanghai is more modern and has lots of skyscrapers, which is really good. And Yuyuan Garden is worthwhile to go too. If you go to Shanghai you can also pick up some cities near Shanghai to visit, because there are many big, beautiful and historical cities near SH, like Suzhou, Hangzhou, etc, and the transportation is really convenient there, you can take a high speed train which spend you only half an hour to get there. And if you want to visit some natural sightseeing, I recommend you to go to Huangshan, which is near SH too, but no high speed train, only by air or ordinary train or bus. The air quality in SH is better than Beijing, but sometimes can be bad too. Hong Kong is the best city in China in my opinion because it is the most industrialized and has the best urban construction, also best skyline. But there's not many Chinese ancient sites there, if you are interested in Chinese ancient culture I don't think it is a good choice to go there. Air quality in HK is the best among these cities, seldom air pollution happens there. And all of these cities serve perfect food!
